      India’s Sovereign AI: A Strategic Imperative

      At the India AI Impact Summit 2026, a powerful shift became unmistakably clear:

      India is no longer content being a consumer of artificial intelligence.

      It wants to become a creator.

      And the path to that future runs through Sovereign AI.

      Held at Bharat Mandapam in New Delhi, the summit brought together global leaders, researchers, startups, and policymakers — but its most consequential takeaway, India launched five indigenous sovereign AI models, marking a decisive step toward technological self-determination.

      5 Reasons India Needs Sovereign AI

      1. Strategic Autonomy in the AI Age

      Until now, frontier AI capabilities have largely been concentrated in a few countries and corporations.

      India’s push for a “democratised AI doctrine” is a strategic response to this imbalance.

      Sovereign AI would ensure

      • Policy decisions do not depend on foreign systems, which could be biased
      • Defence intelligence localised in the country
      • Economic competitiveness in the emerging geo political climate

      2. Data Sovereignty for a Billion Citizens

      Ensure that data generated by Indians across various applications including payment, mobility, healthcare, agriculture, governance and social behaviour stays within the country for processing, enrichment and monetisation.

      AI stacks built on sovereign cloud or on-premise systems ensure that sensitive data remains within Indian jurisdiction.

      3. Linguistic & Cultural Intelligence

      Indic languages remain vastly underrepresented in global datasets — despite India representing a major share of the world’s population.

      Sovereign AI solves for:

      Multilingual understanding

      • Code-mixed language
      • Voice-first interfaces
      • Oral knowledge systems

      Sovereign AI understands India as India speaks.

      4. Economic Value Capture

      If India trains its future workforce on Indian intelligence models, value creation remains within the country

      Sovereign AI ensures:

      Local startups build on local intelligence layers

      • Enterprises integrate contextual AI
      • Public sector platforms deploy domestic models
      • This shifts India from AI market → AI maker.

      The government has explicitly described Sovereign AI as key to India’s transition from consumer to global AI creator.

      5. AI as Infrastructure, Not Just Software

      The summit reinforced a critical insight:

      AI is no longer just an algorithmic layer — it is infrastructure.

      And infrastructure must be sovereign.

      This includes:

      • Data
      • Compute
      • Models
      • Governance frameworks

      Sovereign AI Launches at India AI Impact Summit 2026

      The summit saw the unveiling of five major home grown AI models, designed around Indian realities.

      1. BharatGen Multimodal Stack

      One of the most consequential launches in India’s Sovereign AI development is from BharatGen, the IIT Bombay-led consortium of Research and Technology Institutions building multilingual, multimodal AI under the IndiaAI Mission.

      BharatGen introduced Param2, a 17 billion parameter Mixture of Experts model supporting 22 Indian languages. It represents a six fold increase over its previous 3B model, reflecting the government’s ambition to standardise AI infrastructure across departments and states.

      Param2 is meant to sit at the heart of public services—from education and governance to agriculture, providing a sovereign, multilingual foundation the government can deploy without relying on foreign models.

      Multiple applications launched

      • BharatGen Text Model, India’s first AI solution supporting 22 Indian languages, ensuring inclusivity and accessibility to advanced technologies.
      • BharatGen Text to Speech, promoting inclusivity with cutting-edge text-to-speech models, making AI accessible for every Indian. Soon to cover all 22 langiuages
      • GyanBharatam, an effort to preserve traditional Indian knowledge with AI Systems
      • Legal Param to support the Indian legal ecosystem
      • Bharat Data Sagar, the largest, India-centric dataset, capturing the nation’s linguistic and cultural diversity with unparalleled fluency.
      • Krishi Sathi is India’s first farm bot, equipped with a text-to-speech feature and data-driven insights to guide and support farmers.
      • e-VikrAI is empowering Indian sellers with an AI assistant designed to support and elevate business operations across the country.

      2. Sarvam AI Models

      Sarvam AI stepped into the global frontier at the India AI Impact Summit in New Delhi, launching 30B and 105B parameter models trained entirely in India. These models—capable of real-time speech and deep reasoning across 22 languages—represent a shift toward 'Sovereign AI' that no longer relies on foreign base architectures.

      Alongside its 30B and 105B models, the company highlighted its existing foundational suite: ‘Bulbul’, a text to speech system spanning 11 Indian languages and 39 voices; ‘Saaras’, a speech to text engine covering all 22 scheduled languages, 8 kHz telephony audio and code mixed speech; and ‘Vision’, its document understanding model capable of parsing more than 22 Indian languages, mixed scripts and handwritten text—together forming the linguistic infrastructure underpinning its LLMs (large language models).

      These indigenous LLMs:

      • Are trained on Indian datasets
      • Optimised for Indic languages
      • Designed for enterprise and governance use

      3. Gnani Voice AI

      Gnani.ai addressed the reality that India is a voice-first nation. By launching two speech native foundational models.

      Vachana TTS, a production grade system that can clone a person’s voice in 12 Indian languages using less than 10 seconds of audio. It scored 4.23 on the MOS scale, which is a standard industry test for how natural and human like synthesised speech sounds—the higher the score, the closer it is to real speech.

      Inya VoiceOS, a voice to voice model that doesn’t convert speech into text first but works directly on speech signals, allowing it to handle overlapping dialogue, mid-sentence corrections and even retain emotional tone.

      4. Fractal Analytics – Vaidya 2.0

      Fractal Analytics debuted Vaidya 2.0, a health care focussed AI model that surprised many by becoming the first system in the world to score above 50 on the “hard” version of OpenAI’s HealthBench test. This is a stringent evaluation designed to check whether an AI can handle the toughest medical reasoning questions, far harder than standard diagnostic prompts.

      In practical terms, this means Vaidya 2.0 performed better than both GPT 5 and Google’s Gemini Pro 3 on challenging medical tasks. Built specifically for real-world clinical conditions, the model supports everything from emergency triage and symptom interpretation to helping doctors navigate diagnostic workflows. Unlike general-purpose AI models, Vaidya 2.0 is tailored for health care systems in the Global South—environments where resources may be limited, patient loads high, and transparency in medical decision making is crucial.

      5. Tech Mahindra

      Tech Mahindra, the only major IT services firm selected under the IndiaAI Mission—unveiled a major upgrade to its earlier Project Indus model: An 8 billion parameter Hindi first educational LLM.

      Built using NVIDIA’s NeMo and NIM tools, the model is designed to help students grasp complex subjects, starting with physics. This marks one of India’s first serious attempts at building an education focussed sovereign LLM aimed at improving learning outcomes at a national scale

      Beyond Models: The Rise of a Swadeshi AI Stack

      The summit made clear that Sovereign AI is not just about models.

      It is about an ecosystem.

      For example, collaborations involving BharatGen are already enabling state-level “Swadeshi AI stacks” that integrate:

      • Models
      • Infrastructure
      • Deployment layers

      All while ensuring data never leaves national control boundaries.

      AI4India continues to support India’s larger AI vision of building inclusive, human centric and Sovereign AI. Our initiatives include

      1. Offering India’s First Stakeholder body dedicated to AI to forge collaborations among stakeholder’s
      2. Support Sovereign AI development across the stack, from infrastructure to data, models and applications
      3. Developing an inclusive framework for data collection, sharing, enrichment and other services to build AI for Indians, with Indian data.
      4. Spotlight inclusive AI development by forging partnerships between governments, industry, civil society, researchers and developers.
      5. Present the roadmap to Future of Employability in the Age of AI with specific, outcome oriented actions.
